Blanco Road Safety Improvements
SAFETY IMPROVEMENTS ARE UNDERWAY!
To improve safety along Blanco Road, Vision Zero SA and the Transportation Department will be:
- Constructing a mid-block crosswalk equipped with pedestrian warning beacons between Parliament and West Avenue, directly across from HEB
- Replacing the existing marked median located south of West Avenue with a raised concrete median
The safety improvements are designed to:
- Create a safer crossing mid-block for pedestrians between signalized intersections
- Improve access management by reducing conflicts between vehicles
- Provide a safer street for all road users
Project Schedule:
Construction begins: June 30, 2025
Completion: Late August 2025*
Traffic delays could occur. At least one lane in each direction will remain open throughout the project to minimize impacts to travel times.

Background
Blanco Road, spanning Parliament Road to Patricia Drive, has been identified through the Vision Zero Program as a High Injury Network. This designation is given to areas where a significant number of pedestrian crashes have occurred. Since 2014, the segment between Parliament Road and West Avenue has had six pedestrian crashes, two of which resulted in fatal injuries. The proposed budget is $400,000. The funding source is the American Rescue Plan Act (ARPA) Revenue Recovery Funds.
How do Pedestrian Flashing Beacons work?
Pedestrian beacons may have different designs, but they all work the same!
Thermal sensors automatically detect pedestrians waiting to cross the road and alerts the traffic light system. If the sensors are not present, locate the button to push to cross the street. Once activated, a sequence of flashing lights directs motorists to slow and come to a stop when pedestrians are starting to cross. Motorists must always stop for pedestrians and bicyclists at a crosswalk.
PEDESTRIANS
1. Make eye contact with motorists to be sure traffic is yeilding to you.
2. Walk defensively, scanning both directions.
3. Always scan the road while crossing.
BICYCLISTS
1. Obey all traffic signs and signals.
2. When using the crosswalk, follow pedestrian rules.
3. When using the travel lane, ride in the direction of traffic & yield to pedestrians.
MOTORISTS
Always stop for pedestrians and bicyclists at crosswalks.
1. Anticipate pedestrians crossing when approaching an RRFB.
2. Never pass another vehicle that has stopped or is slowing down at a crosswalk.
3. Always stop before the stop bar (line) pavement markings.
4. Never stop in or block a crosswalk.
5. Always stop for pedestrians entering or in a crosswalk.
6. Remain stopped for pedestrians regardless of activated RRFBs.
7. Wait for pedestrians to completely clear the crosswalk on your side of the road, and for anyone crossing into your lanes from the other direction.
¿Cómo funciona una luz intermitente para peatones?
Los sensores térmicos detectan automáticamente a los peatones que esperan para cruzar la calle y alertan al sistema de semáforos.
