This Bond Project will reconstruct Commerce Street (Frio Street to Santa Rosa Street), San Saba Street (Nueva Street to Martin Street), and Santa Rosa Street (César E. Chávez Boulevard to Martin Street) to include pedestrian amenities and streetscape improvements as appropriate and within available funding.

Zona Cultural Streets Project Update
Revised Road Closure - Santa Rosa (Cesar Chavez to Dolorosa) and Nueva Intersection
Starting as early as Monday, March 18, 2024 through July 2024, the contractor will close the westside (southbound lanes) of Santa Rosa from the Cesar Chavez intersection to the Dolorosa intersection. This is in addition to the current closure of the eastside (northbound) between Cesar Chavez and Dolorosa, which will constitute a full roadway closure of Santa Rosa between Cesar Chavez and Nueva. This closure will include east side of the Santa Rosa & Nueva intersection for reconstruction work. Temporarily northbound Santa Rosa traffic at Nueva will be permitted to Dolorosa. Immediately following closures, all efforts will be focused on the completion of the intersection of Santa Rosa & Nueva in order to restore one lane of east and westbound traffic by May 26, 2024. This closure is necessary to expedite the completion of the project. Public Works Department has coordinated this closure with the Council Office, area businesses, residents, and stakeholders. Access to Public Safety Headquarters, Bill Millers, Federal Building, and Washington Square building shall be provided at all times. For ease of reference, please see the map provided showing the closure and available detour routes.
Traffic impacts will be minimized as much as possible, however please plan for some delays and travel carefully through the work zone. Due to weather or unforeseen conditions the closure date may be extended. We apologize in advance for any inconvenience this may cause and appreciate your patience as construction progresses. Public Works will continue to communicate any changes as the project progresses.

Project Notes:
Contractor (Sundt Construction) began construction on the Zona Cultural Streets project in January 2022. The project consists of three 2017 Bond Projects, including Commerce Street (Frio Street to Santa Rosa Street), San Saba Street (Nueva Street to Martin Street) and Santa Rosa Street (Cesar Chavez Boulevard to Martin Street). The Project consists of utility upgrades, roadway reconstruction, traffic and pedestrian signal upgrades, new street lighting, sidewalk widening along with streetscape and landscape improvements, new bus shelters and pedestrian amenities including lighting in accordance with Zona Cultural themes and materials. Summarized below are the various street closures with maps, and projected work efforts to date.
Commerce (Frio to Santa Rosa)
- January 2022 thru March 2024: Commerce Street (Pecos to Frio) - Pavers, illumination, and signalization. At least one lane of traffic (westbound) will be maintained at all times, provisions will be in place to account for pedestrian traffic.
- April 2022 thru May 2024: Commerce Street (San Saba to Pecos) - Sidewalks, driveways, pavers, illumination, and signalization. At least one lane of traffic (westbound) will be maintained at all times, provisions will be in place to account for pedestrian traffic.
- April 2022 thru April 2024: Commerce Street & Pecos Intersection – Sidewalks, pavers, and illumination. At least one lane of traffic (westbound) will be maintained at all times, provisions will be in place to account for pedestrian traffic.
- September 2022 thru May 2024: Commerce Street (Santa Rosa to San Saba) - Sidewalks, driveways, pavers, and illumination. At least one lane of traffic (westbound) will be maintained at all times, provisions will be in place to account for pedestrian traffic.
San Saba (Nueva to Martin)
- January 2022 thru March 2024: San Saba (Nueva to Dolorosa) - Pavers, illumination and signalization, provisions will be in place to account for pedestrian traffic.
- May 8, 2023 thru March 2024: San Saba Full Road Closure (Dolorosa to Center Crosswalk) - Storm drain, roadway, pavers, illumination and signalization provisions will be in place to account for pedestrian traffic.
- May 8, 2023 thru April 2024: San Saba Full Road Closure (Center Crosswalk to Commerce) - Roadway, pavers, illumination and signalization provisions will be in place to account for pedestrian traffic.
Santa Rosa (Cesar Chavez to Martin)
- October 2023 thru May 2024 Santa Rosa (Cesar Chavez to Martin) – Roadway reconstruction, concrete pavement, sidewalks, driveways, pavers, illumination and signalization, provisions will be in place to account for pedestrian traffic. Two-way traffic will be maintained on west side of roadway; pedestrians will have access along west side of roadway and across all intersections.
- November 2023 thru March 15, 2024: Santa Rosa (Commerce to Houston) - Northbound curb lane will be closed for installation of SAWS Water and completion of CPS gas; provisions will be in place to account access to businesses and pedestrian traffic.
