This Bond Project will reconstruct Commerce Street (Frio Street to Santa Rosa Street), San Saba Street (Nueva Street to Martin Street), and Santa Rosa Street (César E. Chávez Boulevard to Martin Street) to include pedestrian amenities and streetscape improvements as appropriate and within available funding.

Project Notes:
Contractor (Sundt Construction) continues reconstruction work on the Zona Cultural Streets project. The project consists of three 2017 Bond Projects, including Commerce Street (Frio Street to Santa Rosa Street), San Saba Street (Nueva Street to Martin Street) and Santa Rosa Street (Cesar Chavez Boulevard to Martin Street). The Project consists of utility upgrades, roadway reconstruction, traffic and pedestrian signal upgrades, new street lighting, sidewalk widening along with streetscape and landscape improvements, new bus shelters and pedestrian amenities including lighting in accordance with Zona Cultural themes and materials. Summarized below are the various street closures with maps, and projected work efforts to date.

Current and Planned Work:
Upcoming Phase IV work on San Saba (north of Houston)
- Sundt Construction is scheduled to begin remaining work associated with Phase IV operations on San Saba north of the Houston Intersection as early as Wednesday, May 15, 2025.
- This work is part of a larger project that includes utility upgrades, full roadway reconstruction, improvements to traffic and pedestrian signals, new street lighting, widened sidewalks, and enhanced streetscape and landscape features. Initial construction activities will focus on reconstruction of portions of the west side of the roadway consisting of trench repairs and associated replacement of curbs, sidewalks and driveways.
- The San Saba west side parking lane will be closed for reconstruction work, a minimum of one northbound traffic lane will remain open to ensure access to local businesses, and pedestrian access will be maintained throughout the construction period. Construction zones will be clearly marked with appropriate barricades and signage. Please be advised that all work is subject to weather conditions. Please see the map provided.

Upcoming Traffic Shift and Construction Update – Dolorosa at Santa Rosa
- Sundt Construction is scheduled to shift the one eastbound lane of Dolorosa traffic from the north side to the south side of Dolorosa at the intersection with Santa Rosa as early as Monday, May 12, 2025.
- This work is part of a larger project that includes utility upgrades, full roadway reconstruction, improvements to traffic and pedestrian signals, new street lighting, widened sidewalks, and enhanced streetscape and landscape features. The project also includes pedestrian amenities such as lighting that reflects the Zona Cultural design themes and materials. Initial construction activities will focus on completing the SAWS sanitary sewer installation and remaining fire hydrant installations at Produce Row. Following this, Contractor will begin electrical utility installation. Once all utility work is complete or adjusted, roadway excavation will commence.
- Northbound Santa Rosa traffic will remain open to ensure access to local businesses, and pedestrian access will be maintained throughout the construction period.
- All construction zones will be clearly marked with appropriate barricades and signage. Detours will be posted and remain in effect for the duration of the closure. Please be advised that all work is subject to weather conditions. Please see the map provided.

Commerce Street (Laredo to Frio)
- Commerce Street (Pecos to Frio) – Irrigation, approximately 90% of landscaping completed. CPS Energy is completing transformer installation in order for contractor to complete illumination and signalization. Two lanes of westbound traffic are currently provided, provisions will be in place to account for pedestrian traffic.
- Commerce Street (San Saba to Pecos North Side) – Work will be paused to this area to accommodate the Fiesta De Los Reyes Event footprint requiring closure of Commerce Street from Santa Rosa through S. Pecos. Provisions will be in place to account for pedestrian traffic leading to Mercado/Milam Park and Farmers Market.
- Commerce Street & Pecos Intersection – Work will be paused as this area to accommodate the Fiesta De Los Reyes Event footprint requiring closure of Commerce Street from Santa Rosa through S. Pecos. Provisions will be in place to account for pedestrian traffic leading to Mercado/Milam Park and Farmers Market.
- Commerce Street (Santa Rosa to San Saba North Side) – Work will be paused to this area to accommodate the Fiesta De Los Reyes Event footprint requiring closure of Commerce Street from Santa Rosa through S. Pecos. Provisions will be in place to account for pedestrian traffic leading to Mercado/Milam Park and Farmers Market.
San Saba (Nueva to Houston)
- San Saba (Nueva to Dolorosa) – Completion of illumination and signalization, irrigation and landscaping, sidewalks and final asphalt surface installation, and site amenities.
- San Saba Full Road Closure (Dolorosa to Commerce) – Installation of raised planters completed, irrigation, landscaping, and site amenities. Provisions will be in place to account for pedestrian traffic leading to Mercado/Milam Park and Farmers Market.
- San Saba (Commerce to Houston) – Work will be paused to this area to accommodate the Fiesta De Los Reyes Event footprint requiring closure of Commerce Street from Santa Rosa through S. Pecos. Provisions will be in place to account for pedestrian traffic leading to Mercado/Milam Park and Farmers Market.
Santa Rosa (Cesar Chavez to Martin)
- Santa Rosa (Cesar Chavez to Dolorosa) - Sidewalks, driveways and remaining paver installation. Irrigation and landscaping are in progress will be followed by signalization and illumination. Access to Public Safety Headquarters, Bill Millers, Federal Building, and Washington Square building shall be provided at all times.
- Santa Rosa Full Road Closure (Commerce to Houston) – Concrete sidewalk and driveways. Irrigation, landscaping, illumination and signalization (east side). Parade preparations will be in place beginning May 2, 2025 thru May 4, 2025. *
- Santa Rosa & Commerce Intersection (North Side) – Work will be paused to this area to accommodate the Fiesta De Los Reyes Event footprint requiring closure of Commerce Street from Santa Rosa through S. Pecos. Provisions will be in place to account for pedestrian traffic leading to Mercado/Milam Park and Farmers Market.
- Nueva at Santa Rosa Intersection – Signalization, and sidewalks. East to West access will be available for VIA only – no public access during Fiesta. *
