Notice Of Proposed Section 4(f) De Minimis Determination for the Use of Riverside Golf Course by Highway Project 

Spur 536 (Roosevelt Ave) Roadway Project (from Steves Ave to VFW Blvd)

The City of San Antonio, in cooperation with the Texas Department of Transportation (TxDOT), is proposing bicycle and pedestrian improvements to Spur 536 (Roosevelt Avenue) from Steves Avenue to VFW Boulevard in Bexar County, Texas. This notice advises the public that the City proposes to acquire approximately 0.6 acres of right of way (ROW) from the Riverside Golf Course property. Of this total, about 0.041 acres would come from an area located inside the existing fence nearest Hole #6, with the remaining 0.59 acres to be acquired from portions of the property outside of the fence along Roosevelt Avenue.

The City anticipates making a determination regarding this use under Section 4(f) of the Department of Transportation Act of 1966 (23 U.S.C. 138). A impact is one that will not adversely affect the features, attributes, or activities qualifying the property for protection under Section 4(f). 23 CFR 774.17. The majority of the ROW area (about 0.59 acres) would be acquired from portions of the property located outside the existing fence, which are not used for recreational or park activities. A small portion (approximately 0.041 acres) would be acquired from inside the fence near Hole #6, located about 79.5 feet from the maintained fairway. Given the minimal acreage involved and distance from active play areas, the acquisition would not substantially impair the current use or features of the golf course.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at 100 W. Houston St., 15th Floor, San Antonio, Texas, 78205.

The purpose of this notice is to provide the public with an opportunity for public review and comment concerning the effects of the highway project on the protected activities, features, or attributes of Riverside Golf Course. Written comments from the public regarding the proposed use of Riverside Golf Course are requested and may be submitted by mail to the City of San Antonio Public Works Department, P.O. Box 839966, San Antonio, Texas 78283-3966. Written comments may also be submitted by email to lashondra.gladney-ross@sanantonio.gov. All comments must be received on or before Wednesday, April 1, 2026.
