The SBEDA Ordinance promotes the utilization of Small, Minority and Woman-Owned Businesses (S/M/WBEs) on City contracts to address current and historically documented disparities found in the San Antonio market area. Since the SBEDA Ordinance program established in 1992, it has undergone various amendments post the completion of City initiated disparity studies in 2010 and 2015. Disparity studies seek to ensure that Minority and Woman-Owned Businesses (M/WBEs) have equal access to contracting opportunities and that the City’s SBEDA Ordinance remains legally defensible and effective in its mission. Earlier this year, City Council adopted a 2023 Disparity Study which will guide a new SBEDA Ordinance amendment process. |
