Overview
The City of San Antonio receives four federal entitlement grants awarded through the U.S. Department of Housing and Urban Development (HUD). These four grants include:
- Community Development Block Grant (CDBG)
- HOME Investment Partnerships Program (HOME)
- Emergency Solutions Grant (ESG)
- Housing Opportunities for Persons with AIDS (HOPWA)
The City anticipates receiving approximately $23 million in total grant funding in FY 2023. Prior to utilizing these funds, HUD requires the City to develop an annual Action Plan and Budget which details how federal entitlement funds will address the goals and priorities described in the five-year Consolidated Plan.
Approved by City Council in August 2021, the Consolidated Plan details the following priorities:
- Priority 1: Provide Decent Safe Affordable Housing
- Priority 2: Provide for Special Needs Populations
- Priority 3: Provide Housing and Supportive Services for Homeless Population
- Priority 4: Provide Neighborhood Revitalization Efforts
- Priority 5: Provide Economic Development
FY 2023 Action Plan
The City has a total of $22,893,030 in available funds for the FY 2023 Action Plan. The following table provides a summary of the proposed FY 2023 budget across the four grant programs and a year-over-year comparison of entitlements funds.

The City will recommend allocating funding to eligible activities based on the priority needs identified in the Consolidated Plan. Proposed FY 2023 activities and funding will be available for public review on this project page by June 28, 2022.
CDBG Program
The City may recommend home repair programs (owner occupied rehabilitation and minor repair); activities in support of affordable rental or homeownership housing development; fair housing program; public service programs; public facility improvements; public infrastructure improvements; and lead assessment and abatement.
HOME Program
The City may recommend owner occupied rehabilitation and reconstruction; affordable rental or homeownership housing development; homebuyer program (down payment assistance); and Community Housing Development Organization (CHDO) CHDO Operating expense program.
ESG Program
The City may recommend rapid re-housing, homeless prevention, emergency shelter or street outreach services. Staff will coordinate with the Department of Human Services.
HOPWA Program
The City may recommend permanent housing placement services, rental/utility assistance, transitional shelter, medical hospice with 24-hour care, and essential services such as meals, transportation for persons with HIV/AIDS. Staff will coordinate with the Department of Human Services.
Citizen Participation
On May 29, 2022, the City issued a public notice in the San Antonio Express-News announcing a public comment period and the first of two public hearings. The Public Comment period will run from June 13, 2022 through August 3, 2022. Opportunties for the public to provide their feedback on the Action Plan and Budget are detailed below. These include several public meetings and online comment. Comments may also be provided in writing to the Neighborhood & Housing Services Department, Division of Grants Monitoring and Administration, PO Box 839966, San Antonio, TX 78283, or by e-mail at [email protected]. All comments will be accepted until August 3, 2022.
City Council will consider the adoption of the FY 2023 Action Plan and Budget on Thursday, August 4, 2022. The FY 2023 Action Plan and Budget must be submitted to HUD by August 16, 2022.

Programa CDBG

Programa HOME
La Ciudad puede recomendar la rehabilitación y reconstrucción de viviendas ocupadas por el propietario; desarrollo de viviendas accesibles de renta o propias; programa para compradores de vivienda (asistencia para el pago inicial); y Programa de gastos Operativos de la Organización de Desarrollo de Vivienda Comunitaria (CHDO).
Programa ESG
La Ciudad puede recomendar realojamiento rápido, prevención de personas sin hogar, refugio de emergencia o servicios de alcance en la calle. El personal se coordinará con el Departamento de Servicios Humanos.
Programa HOPWA
La Ciudad puede recomendar servicios de ubicación en viviendas permanentes, asistencia de renta/servicios públicos, refugio de transición, hospicio médico con atención las 24 horas y servicios esenciales como alimentos, transporte para personas con VIH/SIDA. El personal se coordinará con el Departamento de Servicios Humanos.
Participación Ciudadana

Housing Commission meetings are held virtually and inperson when possible. The public will be able to attend virtually or in person, subject to occupancy restrictions which vary by location.
