Our department has been assigned to evaluate and recommend changes to Chapters 11 (Fire Prevention) and 16 (Licenses and Business Regulations) of the Municipal City Code. This assessment will specifically concentrate on Used Automotive Parts Recyclers (UAPRs) and Metal Recycling Entities (MREs) in response to a Council Consideration Request from Council District 5. The main areas of focus are:

• Timeline and process for issuing and resolving citations
• Fines for recurring violations
• Identifying a threshold for triggering heavier enforcement mechanisms until violations and citations are resolved, such as
  • Temporarily ceasing operations
  • Requirements of fence line air monitors for a limited time
  • Removal of non-conforming uses
  • Fines to recuperate city services used to address violations and emergencies

The current ordinance was adopted in 2012. 

City Council approved the final ordinance on May 15, 2025.
