Impacts to travel: Alternating lane closures may be required for the safety of our crews, however, at least one lane in each direction will remain open throughout the project to minimize impacts to travel.
To improve safety along Culebra Road, Vision Zero SA and the Transportation Department will be installing a traffic signal, pedestrian crosswalks, and a raised median at the Van Ness Drive intersection. Also, the existing raised concrete median will be extended along Culebra Road, from Ingram Road to Van Ness Drive. The safety improvements are designed to:
- Create a safer, signalized access point in and out of area neighborhoods
- Improve pedestrian access to residential and commercial destinations
- Provide a safer street for all road users

Background
The Vision Zero Program identified various portions of Culebra Road as a High Injury Network, which is a designation given to areas with a significant number of pedestrian crashes. Culebra Road at Van Ness Drive was identified as a location needing pedestrian safety improvements. Since 2014, there have been eight pedestrian crashes on Culebra Road at or near Van Ness Drive. Three of the pedestrian crashes were fatal, and two resulted in severe injuries. A Multi-modal Corridor Study was also conducted for Culebra Road in 2022 and received community feedback requesting a safer pedestrian crossing at this location.
