Background
Wurzbach Road (between Fredericksburg Road and IH-10) has been identified through the Vision Zero Program as a High Injury Network where a significant number of pedestrian crashes have occurred. Since 2014, the roadway segment between Fredericksburg Road and Gardendale Street has had nine pedestrian crashes, including one fatality.
A PHB is a traffic control device designed to stop traffic mid-block when activated, assisting pedestrians crossing roadways. A Federal Highway Administration study published in 2010 found that PHBs can reduce pedestrian crashes by 69 percent and total crashes by 29 percent.
